Review Process
Our main focus was to perform a manual review of the pages.
Although conformance evaluation of Web accessibility requires a combination of semi-automated evaluation tools and manual evaluation, we have focused on manual evaluation, leaving the semi-automated tests to CDL. A manual review allows for both accessibility and usability issues to be reviewed.

Setup
We used two separate machines for each page, with the combinations of browsers and adaptive software listed below, based on adaptive software we have evaluated and recommend to our customers. There are other software packages that perform screen reading, speech recognition and screen magnification functions that may behave differently than those we used, but we limited our analysis to only those software packages that we have found to be superior.
Machine #1 (setup for blind and/or print-impaired users):
- Firefox v2.0 (image loading turned off)
- Microsoft IE v7.0 (image loading turned off)
- JAWS for Windows (JFW) v8.0 (screen reading with speech synthesis)
Machine #2 (setup for users with low vision, mobility impairment, and/or learning disabilities):
- Firefox v2.0 (JavaScript turned Off/On)
- Microsoft IE v6.0 (JavaScript turned On)
